The Secondary Education for Human Capital Competitiveness (SE4HC) Project is an $83.92 million initiative funded by the Asian Development Bank and the Government of Cambodia to strengthen Cambodia’s secondary education system. The project aims to improve access to quality upper secondary education, enhance alignment with 21st-century skills, and strengthen post-secondary education pathways.

The SE4HC project runs from March 2025 to September 2031, with a total implementation period of 6.5 years.

The project covers 259 public secondary schools and General Technical High Schools across Cambodia, focusing on underserved areas and schools that need infrastructure improvements. The SE4HC project has four main outputs:

• 111 computer labs
• 110 smart classrooms
• Solar panel installation at 90 schools
• Internet connectivity at 123 schools

The project provides comprehensive teacher development:

• Professional development for 3,000 Science and Math teachers
• Digital skills training for 1,000 upper secondary teachers
• Master’s degree scholarships for 250 teachers
• Training for 770 teachers and 50 inspectors on 21st-century assessment

The project emphasizes STEM education with particular focus on:
