The Project Inception Report establishes the baseline conditions and implementation framework for the SE4HC project. Prepared at the start of implementation following the loan effective date of March 6, 2025, it documents the baseline study, defines the key performance indicators (KPIs) used to measure progress, and sets out the methodology and arrangements that will guide the project throughout its life cycle.

The report provides the reference point against which subsequent progress and results will be measured.
